The basicaly the residual heat/radio waves that was/is left over from the big bang.

Also known as the his in radio telescopes/ 2.7 kelvin (i think its kelvin some one corect me if im wrong on that.

On a more local scale back ground radiation is radio waves
tv waves cosmic waves microwaves ect that pass through you all day every day unless you live in a lead box.
Even then neutrinos pass through you as do some giant cosmic rays
