reference to the Hitchhikers Guide to the Galaxy books here.. I finally read them. Illiad or others may be able to help me but in one of the books one of the characters (Ford?) described the same thing on some alien planet... The population always votes in one of the "cats" because they worry that if they vote for a "mouse" the wrong "cat" will win.....
