REMOVE VETOS, limit the security counsel to 1 nation per continent, chosen by vote of members on that continent. Security counsel gets final say on everything still, but no veto, just need for a majority. Each member nation should be require to give troops (proportionally based by population) to a UN army, answerable to the UN.
