The only thing holding a second term president back is internal party politics (the GOP of course wants the next president after Bush II to be republican). Kerry (and the Democrats) will want to keep the people happy not only for a second presidential term but also to get a majority in the Senate and the Congress. Makes for a lot easier unilateral decision-making for the president as we can see nowadays. The Republicans hold power in all three branches of the government, don't they ? However I think the general effect of getting one or the other elected will amount to pretty much the same thing. But I would really want to see Bush's handlers punished by the electorate for their mishandling of both national and international dossiers.
