That was a big part of what the weapons inspectors were supposed to be doing (when they weren't kicked out of the country).

5(2nd)) That was only one of the rationales for going to war.

Conclusions:
a) You must limit that conclusion somewhat. The sanctions (apparently) kept Saddam from making more WMDs, but they didn't stop him from violating other parts of the sanctions.

b) Even if I were to grant the "proven success" (see above), that "success" was Not proven until after the invasion.

c) What international law would that be? Most of what is though of as international law is, in actuality, a myth. Without enforcement, there is no law.
