I've worked with a few of those kids (child psychologist in training) and mostly they seem to take their aggression out on the staff and each other. If they DO get away from the staff, they are usually too intent on running away or getting together with friends to bother the neighborhood. Once you get to know them, most have a good heart, and some are the nicest kids I know. For many, the home gives them the structure they need to function okay - they usually come from really rough and abusive homes. I wouldn't worry about it too much, unless you're the type to go and hang out... :)
