Outlook defaults to "message format != "Outlook Rich Text" for ANY new contact, and for once-only contacts too.
Only those contacts expressly marked to "recieve Rich Text" will see attachments "as an attachment"
All others won't see it at first, but can still access it.

That (out)looks fair enough, but I don't think it's normal behaviour to "hide attachments" from the receiver. No matter what the overall message format may be.
