If the attachment is showing up in the body of the message (as Jpegs like to do in MS email progs) then there is a good chance of this happening, we used to see this type of behavior alot with image files at our old office (using a combo of MSOE, and Outlook 2000). We never found a work around, but since nothing was actually "missing" we never really looked either.
