It seems that "cellars" in big appt blocks aren't very secure. And: the appt itself is too warm.
As for the cellar -salt -wine question:
a) salt comes in quite handy in winter, so in some places (a bit far from the sea, higher up in mountains etc) people need lots of it. and when the road is frozen, it's too late to order
b) Some wines are for drinking, you know. There is no point in accumulating bottles when you don't consume them. And the wines whom you CAN keep for many years are often quite expensive. And not all types of wine are good "investments" either, so if you like "local wines" in many countries, you don't NEED a cellar for them.
