Does your university have a list of universities with which it has bilateral exchange agreements? If so, that would be the place to start. It may include such uuseful tidbits as whether they require you to know, or learn, the local language, and what programs they offer to exchange students, or in English.

Personally, I found that a student exchange in my third year proved a wonderful opportunity to live somewhere they didn't natively speak English, and learn the language while studying there. However, many of my fellow exchange students took their English-taught programs, and also enjoyed themselves without learrning more than enough of the language to read the street signs or bus schedule.

Well, the point is, you should look around, if you're looking abroad.
