1 male betta: 1-2 inches of fish.
8 neons: ~4-6 inches of fish
[by the way, neons and bettas are on the far ends of compatibility for water. Neons prefer slightly more acidic water, while bettas prefer the middle range of Ph. But they are compatible enough to live together in a tank.]
2 African dwarf frogs: 2 inches.

That's about 10 inches of aquarium dwellers right there, and a 20 gallon tank would take up to 20 inches, but the less fish, the less stress on the fish.

Naturally, you want to add the fish 1 inch at a time-- 2 neons one week, let the nitrogen spike and receed (about 10 days), then 2 more neons, let the nitrogen spike and receed again, etc.

I would avoid anything with a fan-like tail-- many guppies and certain types of tetras can be mistaken (by the betta) for betta fish, and will be attacked. Also watch out for aggressive fish that might bite the bettas tail. Except with others of their type (or others they perceive as their type), bettas are very submissive and get beat up by other fish a lot.

I think I'd go with a small school of zebras, because they are fairly compatible with those other tank mates. Add a pleco for algae control, and put in one or two or three live plants so all your tank mates have good places hide (and extra filtration for the tank) and you'll have a pretty nice little underwater colony going, really.
