Clearly, you can say that they do not have the concept, unless they are the sister of God Emperor of Dune.

But they will most likely grow into someone who has that concept (or at least is capable of having it), thus distinguishing them from the rock.

Except in Bush's case. But then, the relative softness of a rock in comparison with his head will help distinguish them.
