or perhaps consider scandinavia. I say that for the liberalness/easy going things... There is online somewhere a world ranking of schools. You might wish to check which countries however rank in the top. A list of the top 500 is here. If you were to come to canada you might find it less of a cultureshock than to go farther away. However you might need a second language but they might allow that while you are studying. Here is info on the exchange program for UBC and here it is for sfu.
