...each district has a certain number of votes. Which means you wouldn't even really have to replace the entire EC, just change the rules for the way those votes are cast.

Currently, each district is an "all or nothing" vote. Whichever party wins that district gets all of that district's votes. By changing that to a proportional system where each party gets a share of the votes in a district based on the voting results, the system would seem to be more representative of the voting population.
