in Afghanistan, Iraq, and for that matter post-WWII Japan, the US has written (or has had written) constitutions for the countries involved. Obviously one doesn't need to have a constitution even for a democratic government; and I was confused in 2001 to hear that the US was imposing a constitution on a country (Afghanistan) that to my knowledge had never had one and didn't particularly seem to need one, as its government (in my opinion) did not _have_ to be a parliamentary or republican democracy.
