He's a former Baathist official, and not a low-ranking one at that who owes the promotion to his current position to the US taking over and at the same time losing confidence in their poster child Chalabi. I don't think the average man on the street feels the same way, actually most men stay off the street for free of getting shot by one side or the other. It really sounds like a great place to live.
