(as I've learned from long experience from Quakerism) is simply that it takes a long time to achieve (if it's even possible to find a completely acceptable solution) - often it takes so long that the opportunity to act is already past; and that's even worse for government - it's no good debating over what you'll do if the action is moot by the time you agree on something.

And there is a lot of compromising in legislation; it's done at the congressional level, with a lot of "horse trading" going on.
