Germany probably deserve one by now. So do Japan. I'm not sure about India or Brazil as I don't know as much about them, but I'm not immediately averse to the idea. Four new permenant members at once might be a bad idea though, just too much change at the same time. So maybe later. But I'm not an expert on the subject of course. Strikes me that Germany at least would be a good check for the USA, as the UK seems to be failing to manage such a task at the moment :-(
