H. Con. Res. 83 was the 2001 budget. Vote 83 was on Amendment 349 to S.Amdt. 170 of the resolution, by Susan Collins of Maine. According to here it seems he was against it because he didn't think it went far enough. You mentioned that one twice.
S. 1415 was about the Tobacco Settlement and "to reform and restructure the processes by which tobacco products are manufactured, marketed, and distributed, to prevent the use of tobacco products by minors, to redress the adverse health effects of tobacco use, and for other purposes". Kerry wasn't the only one against taking tobacco settement money for Graham's weird addition of a marriage amendment onto a tobacco bill.
