or people with tenure..... My wife is having issue with a guy she works with (her boss actually) - never gets things done on time and when they are done - they are wrong. She constanly has to fix things for him - upper management knows and doesn't do anything - he has 25 years with the company. I work for the gov as a contractor - the gov has quite a few people that routinely screw things up and don't get fired....
