and that is one of the points I was agreeing with in my previous post. My point, however, (and perhaps Naruki's as well) is that one cannot always control the factors which cause speed to become dangerous; nor can one always detect them in time to compensate.

On re-reading Naruki's post, I cannot detect the suggestion that one should drive as if one expected a blowout or similar major disaster; the point was simply that even the most alert driver cannot necessarily drive safely, or even determine with 100% accuracy the maximum safe speed for given driving conditions. Given that conclusion, it would appear that the most prudent thing to do is guess what the maximum safe speed might be *and then drive more slowly*.
