she said she didn't see anyone working, and might have caught a glimpse of the sign but was more concerned about staying on I-80 (she was near the border with Iowa where I-80 and I-280 do some funky things) and was looking for highway signs when she got pulled over. I understand the need for safety in workzones, and I'm sure she does too, we just want to pay it and be done with it.
