Depends on wether the priority is on keeping $IMPORTANT_SYSTEM running or to keep $IMPORTANT_SYSTEM save from intruders. When there is no critical data, and it's important to keep running, and the user has a history of changing and forgetting important passworts it's the best thing to do. ;-)
