The Technomage tech was actually Shadow technology. The Technomages were a creation of the Shadows to create powerful allies to be called upon when they returned. The council (of which Elric was a member) knew all this and kept it hidden from the rest of the technomages. When Galen found out, he was seriously PO'ed. This is also actually why they went into hiding. They made the bargain for the tech thinking they'd never actually be called upon to deliver on their end of the bargain. When the time came to pay the piper, they didn't want to. Well . . . except for a couple.
