It was "western politics" who blamed Stalin - Breznew - ... for "tracking all tourists". Will USA, after graciously "granting the travel permit" include a list of places where you are allowed to stay during your trip (thus EXCLUDING everything els, like that UF-fellow you met almost-by-accident when passing through $city, who suggested you stay two nights at their home?
Or will they "assign you a special agent", someone who doesn't talk to you, but follows you, with a little digicam, everywhere you go? (then: go to the movies, and have him busted by movie personnel surveing illegal copying) ...

If it was "wrong" when Stalin did it, or Mao, why is it "right" now? And why SHOULD Europe agree? Europe HAD its fight(s) with terrorism, and Europe KNOWS that this kind of broad surveillance will NOT find the real terrorist.

Afaik: if a terrorist wants to keep a "low" profile UNTIL he strikes, he can do so. There are TOO many ways to hide.

And a "suicide terrorist" doesn't need to "surface" but once only.
