..suggest a couple things to be different (similar to MrTrick's suggestions).
(BTW, I am asuming you are here in the US)
I would suggest that a nice firewall router/switch unit would more efficiently handle the Internet access, and in a safer manner. That would run about $100.
For the primary machine you generally described, I haven't attempted to spec such a thing out specifically for you yet, but my guesstimate is that it would come in around $2000-2500 depending on the detailed options you chose. (Backups & redundancy add some notable cost, the dual monitors and the rest isn't too bad (unless you want dual LCDs))
As for the older DOS/Win95/etc machine, why make it so wimpy? Rather than a 486, I'd suggest a Socket7 platform, like an AMD K6-2, which would be REALLY cheap, but have some decent power, especially for running Linux. This PC would probably run around $250-$350, again, depending on options.
There would be no reason here why the "older" PC couldn't have Internet access in this setup.
I could do almost all of this, except (unfortunately) the Linux part of things for the older PC. I have no real expereince with Linux.
