And the reason why it's pointless is because these aren't the people who propagate the problem.
There is no pat answer to the drug issue. Your lack of understanding in this arena was made clear when you claimed that banning a needle exchange was necessary because "exchanges encourage drug use." All a needle exchange does is give a drug user a clean needle so that they won't spread HIV and Hep throughout the non-IVD using population. If they don't get a clean needle, they'll use a dirty one. |
