For my part, the question of how to handle drugs is a non starter. Drugs are an out of context problem, and really can't be solved. Making them legal does'nt work, nor does making them illegal work, therefore they cannot be solved by a legal system.
I don't like mixing hard science with a psuedo science like sociology, but I would say this is a Godel Axe problem if I ever saw one.
