Providing clean needles != encouraging drug use. Providing a needle exchange does not make it "easier" to use drugs. In fact, the impact is zero. What it does do is reduce the HIV transmission rates involved in IVDU.

I do, however, entirely agree with you on the legalization of all drugs for those who have reached the age of majority. That whole "War on Drugs" sham y'all got going on down south is disgusting.
