No state is obligated to "give full faith and credit" to any legislative proceeding of any other nation, unless such assignment of "faith and credit" is so specified by a treaty or similar agreement signed by the U.S. President (or a person acting on behalf of the President, such as an ambassador) and ratified by the U.S. Senate.

A state *can* decide unilaterally (by an act of legislation or a resolution of law) that they will recognize such acts of a foreign nation, but they may not formalize their decision with the participating foreign country by means of a treaty or agreement.
