it helps to prevent abuse of power by keeping one man from establishing a "reign". It's not so much to keep things changing as to keep one person from continuously ruling.

If the next president feels much the same as the previous, things won't change, but the power that comes from an embedded position is "broken". This ensures that they don't become so powerful that they can take control of the government. Which would be unconstitutional.
