While I basically agree that the US has too many foreign military committments, the statistics that you quote are not very meaningful without context.

How many of these bases represent places where the US was invited in by the host government to provide training to local forces?

How many are the result of the US being asked by a host country or UN to provide humanitarian assistance or promote stability?

How many have no more useful military purpose butare being kept open because closing them would be damaging to the local economy of an influential ally?

Also, remember that under the civilian control of our military, the Pentagon does not decide where troops are stationed. This is largely a political decision of the civilian command authority. I'm suere that it's widely belived within the Pentagon that there are too many outposts with no military purpose for their existence.
