since when is one led away in handcuffs before being ticketed

I came darn close back in 1986. Of course it was a little more egregious. I and some friends were exploring the roof of the high school in the middle of the night. Happily, the cops gave us a court date and sent us on our way, but they did seem to seriously consider arresting us. Or they might have just wanted to scare us... it worked.
