it was an interesting re-interpretation by Bush & Co.

From what I recall of the term, it was applied to the Pacific Campaign in the "Island Hopping" concept of attacking around the enemy strongpoints, then leaving the strong points to whither on the by-passed island. It was sound strategy for defeating an occupation force. Not for attacking terrorists.
