It is not an absolute, but the 18th century philosopher who created the generalization has had remarkable accuracy in population studies. For example: 80% of murderers probably have a violent past, while 20% of the population would also have a past that includes incidents of violence. This strongly suggests the correlation between murder and violence in ones past. It is simply used for predicting correlations. We use it to identify problem employees (those with many accidents) for re-training, re-assignment or unemployment (in worst case senarios). Focusing efforts on the 20% of a workforce who have the vast majority of accidents is simply good business.
