I found that when I was in business that some clients are just more of a pain than they are worth. This guy sounds like one of then. They think everyone wants their business and they should get everything for free.
I had a client put me in the same situation one time. When I talked to other people in business and started to tell them the story I found he was like that with everyone. (I would start the story without any names and the other person would say "That's Mr. BlahBlah isnt it?") Finally I just decided that he was not worth the headache and stress so I quit taking his calls.
If someone sent him a bill for $25 he would react the same way.
It is a good idea when you are in business like this to have specific work orders for the clients to sign when you are done at the site. That way they can not say that you did not do this and that when you had no idea that this and that needed done. Make sure they sing the workorder when you leave. Ina ddition to the job description mine has an initial for time arrived and time left. That eliminates them saying how long I was there.
