Check out how long some politicians have been members of Congress. When you consider how much power Congress has, they have become de-facto dictators already. I've said it before and I'll say it again; without Congress granting at least tacit approval, the President can do nothing.

The last time a discussion of a President overstepping their bounds and causing discussions about attempts to steal elections was during the Clinton Administration. In fact evidence exists that the Democrats planned the Florida fiasco in a vain attempt to retain power. As for the CIA they are in enough hot water already. Conclusion 83 of the Senate Intelligence Committee's report on prewar intelligence on Iraq (24mb pdf) reads: The Committee did not find any evidence that Administration Officials attempted to coerce influence or pressure analysts to change their judgements related to Iraq's weapons of mass destruction capabilities. Of course there were a LOT of intelligence failures leading up to the war in Iraq and not just by the U.S. but for them to say "we made the bed but you're going to have to lie in it" is unconscionable. This is one reason why Bush as a lame duck could be a good thing. Since he won't have to worry about re-election he can make the decisions WRT fixing the intelligence agaencies problems with now worries. Kerry OTOH has a history of wanting to gut the intelligence services, not improve or expand them.

The other domestic issues you voiced concerns about though cannot go Bush's way without Congress, so THAT is where the war must be fought.

You may also want to examine points given along these lines here and here.
