That if you elect a new guy, he will, at least, be up for re-election in four years and so will be somewhat more observant of public opinion. However, that's not to say that Bush simply won't change the eight year maximum next time around to avoid having to step down, assuming he does get re-elected. I guess the last thing close to what you are talking about would be the cold war and the McCarthy hearings.
