Some sort of "driving licence" and/or "MOT" for PC's connected to the internet. Dammit, the ISP's can see what's going on as they are routing the traffic but they do nothing. I was called out to a luser last week who was having problems surfing. Win98 box with cable modem broadband, no AV, no firewall. removed 8 different virii (480+ EXE's infected), 3 trojans and so much adware Spybot S&D barfed and had to be run 3 times to get rid of it all. The luser did not have a scooby-doo what a firewall was.

Prevention is far better than cure and people need to be educated. Making the ISP's responsible for *any* malicious traffic they route may force them to look at their customers computers a bit more closely
