I pointed out that I had recieved a far better offer (> 20% more) and was seriously considering it. Nothing happened so a week later I handed in my notice (following the first rule). About 5 minutes later I was in talking to the VP who offered to match the other job. I told him I'd think about it. After lunch I want back and asked him to beat the offer by £1k. He agreed on the spot.
If they had matched the offer to start with I would have been happy but I wasn't going to accept that after resigning.
I think part of the reason I had to go that far was because a year before I'd pointed out that they were paying me well below market rate and got a 20+% rise then.

That said electronics is a bit different to your line of work. Getting a product out on time has a very noticable impact on the bottom line. A poorly run network is a lot harder to put a hard cash value on and so proving your value is a lot harder.
