There are plenty of perfectly legitimate, legal reasons for Google and/or governments to be able to read your mail.

ALL email providers can (and will) do this with proper authorization, and ALL email providers (including Google) claim they will not, without that authorization. I see no reason to trust Google less than the rest.

The only difference is that Google's archive of mail, kept after you delete it from your box (which again, most if not all providers do), may last longer.
