Not supporting your existing children IS not supporting your existing children. To presume otherwise would be as foolish as presuming that the sun that is currently shining on your head is not currently shining on your head.

Now, given that he _must_ support them, and that he is _not_ doing so, he cannot take on additional debt until he begins to meet his _current_ obligations.
