such a law. Chemical sterilization? Reversible tubal ligation and vasectomy? Forced abortions? Forced giving a baby up for adoption?

I'm in favour of the law you propose, I just have difficulty with the enforcement part of it. And it is a very good rule never to pass a law that can't be enforced.

Hmm, I just thought of something that might sound very socialistic to most people on this board: How about the government paying generous child support payments for all children that were 'licensed', and none for those that weren't? Effectively a fine for having kids without a permit. But one that you can't avoid paying - because it is only a relative fine. This system could work to help a single parent pay for child care so (s)he could work and live a better life than is possible now.

Yeah, I like it. It could actually work, and would remove most of the reasons kids grow up bad now.
