Proposed: Procreation is a right, in there with life, liberty, and the pursuit of happiness. Like those, you effectively surrender it when you abuse it. Your "inalienable right" to walk around loose gets alienated right quick when you use it to bash someone's face in. Likewise abandoning your responsibilities to your children, whether by bailing on your financial obligations or by repeatedly smoking crack while pregnant, constitutes forfeit of your right to procreate.
