In Viet Nam. Sending in conscripts instead of a professional army for 1 year tour of duties took out the veteran soldiers. The US has a very stretched out army right now, but if the Pentagon were to play their cards right they could impose better martial law on Iraq. Not saying that is a good idea (I think KS's second solution is the best in terms of troop strength and diplomacy), but an option. I also think if the US wanted to score a good diplomatic point they would allow for Arab nations to join in patrols. Again, weither that's a good idea or not depends on who you ask and what their opinion of the situation is.
