councelling and genetic/health screening before parents are aloud to concieve or adopt. I think that would make things better for both families and children. Too many kids go to bad homes or are taken from them... and too many parents really have little clue on even basic things like how to cook for their kids, etc.(my brothers wife has problems even reheating with a microwave and her mom ended up mostly raising her daughter via babysitting as she was working... so she tried but still needed parenting skills as the girl is a very spoilt child tho not a bad kid otherwise)
