The colon indicates that the list is coming. The list items themselves are separated by semicolons.

The word after the semicolon should not be capitalized unless it is always capitalized, though, as you said. And semicolons can be used in a sentence that has no colon.

Furthermore, colons do not always indicate a list: they can be used for other things, too. The capitalization rules, however, can give you a headache.
