My sons are 4 and 1. 4yo has his own computer, though the boys will share it when the smaller one is of an age to do so. The computer lives in the play room, so he can use it when he is out playing with his toys. We bought it for him the Christmas he was 2, so I guess he was almost 3 by then.
I have encountered one too many people who are surprised that my 4yo has his own computer. Really, it was self defense :) We can reformat his drive any time he gets it really screwed up, and it doesn't impact anyone else. He is quite good with the mouse, and really enjoys his software -- which has helped significantly with our pre-reading curriculum. :) We don't really limit his time on it, because he tends to self-regulate. One day he may use it for an hour, but then he'll go a week without ever turning it on.
Our theory was that he would need computer skills in the real world, and it probably wasn't too early to start. There is some neat software out there that manages to be educational and fun. Why, then, are people freaking out that my kid has a computer? I don't get it.
