You have a point there - it is silly to wait until 21 to experiment with anything... But: What about England? They even have "speed-drinking" facilities, and people seem to think that "getting bloody pissed" is an adequate pastime for an evening. I really can't understand the concept. I HATE binge-drinking. Especially when my friends do it. What is it good for to go out together if you can't talk straight anymore? Or remember what happened the next day?!
