Not all cats like a harness at first, some never do.

First just start with letting the cat wear the harness for ever increasing periods to get used to the feel of it. My cat always takes a couple steps and then flops down as if he loses all muscle control whenever I first put it on.

If the cat was an outdoor cat, it might be easier if she knows she gets to go outside if she wears it, so the transition might be less painful. Just make sure the leash is long enough for the cat to wander without the owned one having to always stay a few steps behind. That will make them less likely to want to take the cat out because it's annoying. I got a 16' retractable so I can sit in a chair and read while the cat roams around outside. But then again I'm lazy and like to read. ;)
